Severn Man Charged with February 2025 Fatal Collision

Gaithersburg, MD – 25-year-old Andrew Joe Machinjiri, of Severn, MD, has been charged in connection with a fatal collision that occurred on Friday, February 28, 2025.

At approximately 12:48 p.m., Montgomery County Police 4th District officers and Montgomery County Fire and Rescue Services responded to the intersection of Norbeck Road and Layhill Road in Silver Spring for the report of a collision involving two vehicles and a dump trailer.

The investigation by the Collision Reconstruction Unit determined that a yellow Freightliner Columbia tractor towing a black 2025 Brazos dump trailer was traveling eastbound on Norbeck Road when it collided with a northbound 2021 Kia Seltos in the intersection. Following the initial impact, the dump trailer dragged the Kia several hundred feet before coming to a stop.

The driver of the Kia, identified as 28-year-old Jiwon Kim of Silver Spring, was pronounced dead at the scene.

Upon completion of the investigation, CRU investigators determined Machinjiri was at fault and has been charged with negligent manslaughter by vehicle and other related traffic offenses.

He was transported to the Montgomery County Central Processing Unit and released on a $1,000 bond.
