Committees will review legislation to increase survivor benefits for families of individuals killed in the line of duty and update requirements for community media organizations and receive an update on the County’s Urban Districts and placemaking organizations
The Government Operations (GO) Committee will meet on Thursday, Oct. 8 at 9:30 a.m. to review Expedited Bill 32-26, Employees’ Retirement System – Survivor Benefits – Death During Line of Duty – Expanded Eligibility to Groups E and J. In addition, the committee will review Bill 33-26, Cable Communications – Community Media Organizations – Requirements.
The members of the GO Committee include Chair Kate Stewart and Councilmembers Shebra Evans and Sidney Katz.
The Economic Development (ECON) Committee will meet at 9:30 a.m. to receive an update on the County’s Urban Districts and placemaking organizations.
The members of the ECON Committee include Chair and Council President Natali Fani-González, Council Vice President Marilyn Balcombe and Councilmembers Evan Glass and Laurie-Anne Sayles.

Review: The GO Committee will review Expedited Bill 32-26, Employees’ Retirement System – Survivor Benefits – Death During Line of Duty – Expanded Eligibility to Groups E and J. The legislation would increase death benefits to spouses, domestic partners and children of deputy sheriffs, correctional officers and certain emergency communications center personnel, who are killed in the line of duty.
The lead sponsors of Expedited Bill 32-26 are Councilmembers Dawn Luedtke, Evan Glass and Katz. Councilmembers Evans, Council Vice-President Balcombe, Councilmembers Will Jawando, Stewart, Andrew Friedson, and Kristin Mink, Council President Fani-González, and Councilmember Sayles are cosponsors.
Bill 33-26, Cable Communications – Community Media Organizations – Requirements
Review: The GO Committee will review Bill 33-26, Cable Communications – Community Media Organizations – Requirement, which would require a community media organization that contracts with the County to adopt a racial equity and social justice statement. In addition, Bill 33-26 would require a community media organization that contracts with the County to include certain membership on the organization’s board of directors and require the community media organization to follow certain standards of public ethics and public access. The purpose of Bill 33-26 is to improve the governance structure of community media organizations in the County.
The lead sponsor of Bill 33-26 is Councilmember Stewart. Council Vice President Balcombe and Councilmembers Katz and Evans are cosponsors.
Urban Districts and Placemaking Organizations
Update: The ECON Committee will receive an update on the County’s Urban Districts and placemaking organizations. The meeting will include representatives from the Office of the County Executive, Community Engagement Cluster, the County’s four Urban Districts, Creative Wheaton, Discover Long Branch, East County Regional Services Center, the Gaithersburg-Germantown Upcounty Chamber, Main Street Takoma, and the Pike District Partnership. The attending organizations represent numerous different approaches to place-based management. The meeting will include an organizational overview of these placemaking efforts followed by a discussion about funding for the County’s Urban Districts. The County’s four Urban Districts are in Bethesda, Friendship Heights, Silver Spring and Wheaton. The Urban Districts support and enhance their respective unincorporated downtown areas as prosperous, livable urban centers.
