Study will examine how well the 2010 White Flint Sector Plan achieved its long-term vision and lay the groundwork for future updates to the area
WHEATON, Md.: The Montgomery County Planning Board, part of The Maryland-National Capital Park and Planning Commission (M-NCPPC), was briefed on the Scope of Work of the North Bethesda Implementation Study at its October 29 meeting. The Scope of Work lays out the Montgomery County Planning Department’s approach to examine the progress since the 2010 White Flint Sector Plan was adopted. The study will evaluate the implementation tools and regulatory mechanisms set by the plan and the extent to which they still serve the plan’s long-term vision of North Bethesda as a vibrant and sustainable urban center. The findings from this technical study will help inform future decisions and ensure planning efforts remain responsive to current conditions.

“Evaluating past plans is a standard planning practice to help understand how public and private investments have contributed to a community’s vision, where progress has exceeded expectations, and where challenges remain,” said lead planner, Audrey Vogel. “We look forward to sharing those findings with the public and continuing the conversation about North Bethesda’s future.”
Over the past 16 years, public and private investments have advanced many elements of the 2010 Plan vision, including mixed-use redevelopment projects like Pike and Rose, the completion of the Western Workaround, multimodal improvements around the Metrorail station, and progress towards new public facilities, such as the North Bethesda Fire Station. However, development activity has progressed more slowly than initially anticipated, and several large sites have yet to redevelop.
At the same time, countywide policies, market conditions, transportation priorities, housing needs, and development practices have evolved considerably since 2010. Building upon the market research and analytical foundation of the 2020 Advancing the Pike District Initiative, the North Bethesda Implementation Study will evaluate the 2010 Plan’s implementation mechanisms relative to the Plan Area today.
The study will examine existing conditions to establish a baseline for evaluating implementation outcomes; evaluate development activity and redevelopment potential since 2010; analyze shifts in regional mobility and planning priorities since 2010; and conduct targeted stakeholder interviews with property owners, developers, county agencies, and other partners to support study analyses. Building from the above study elements, the scope of work also includes an assessment of the performance of the sector plan’s regulatory and financing tools in supporting sector plan implementation.
The study will culminate in a report that summarizes and graphically highlights the findings of the data analysis and policy review to be published in Summer 2027. The study’s findings will provide insights for future planning efforts, including an update to the White Flint Sector Plan projected to begin in late 2027.
Plan boundary
The study will focus on the 2010 White Flint Sector Plan area and the White Flint Special Taxing District. The White Flint Special Taxing District is the primary funding mechanism for the proposed infrastructure in the plan area. Commercial properties within the taxing district pay an additional ad valorem property tax that goes towards the sector plan’s recommended mobility infrastructure. The initial taxing district boundary was coterminous with the 2010 Plan area. In 2018, it was expanded to include additional sites with mixed-use development potential from the 2018 White Flint 2 Sector Plan.
