The County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

Resolution to approve Supplemental Appropriation #26-15 to the FY26 Operating Budget, Montgomery County Government, Department of Health and Human Services, Opioid Abatement Fund, $1,665,478 (Source of Funds: Opioid Abatement Funds)
Oct. 21, 2025 at 1:30 p.m.
Deadline to sign up to speak is Oct. 20 at 2 p.m.
- Expedited Bill 30-25, Noise Control – Leaf Removal Equipment – Enforcement Procedures, would modify enforcement procedures by repealing the requirement for photographic evidence in complaints of gas-powered leaf blower use, clarify that a single complaint may initiate enforcement of the gas-powered leaf blower ban, and generally amend the law regarding noise control.

Deadline to sign up to speak is Oct. 27 at 2 p.m.
- NEW DATE: Zoning Text Amendment (ZTA) 25-12, University Boulevard (UB) Overlay Zone, would establish the University Boulevard (UB) Overlay Zone that covers 3.5 miles of University Boulevard East and West (MD 193) between the Capital Beltway (I-495) and Amherst Avenue and recommends a new range of residential housing options for existing detached residential properties and new infill development on larger institutional and commercial properties, and generally amend the provisions for overlay zones.

To testify in-person or remotely during a live public hearing at the Council Office Building, residents need to preregister on the Council’s web page. Residents may also choose to provide pre-recorded testimony in written, audio or video formats or submit testimony by mail.Â
