Gaithersburg, MD – An 18-year-old Clarksburg male has been arrested and charged with multiple sexual offenses committed in Clarksburg. Investigators are concerned that there may be additional victims and are urging them to come forward.
Ibn Muhammad Rosario allegedly assaulted at least four women who were walking or jogging in the area of Snowden Farm Parkway and Little Seneca Parkway. The assaults took place on Monday, May 6; Tuesday, May 7; Wednesday, May 8; and Thursday, May 9.
In these incidents, Rosario reportedly groped or touched the victims and, in two of the four cases, made lewd comments to the women.
Each victim reported the assaults to the police and provided a description of the suspect.
Following these reports, officers from the Montgomery County Department of Police – 5th District increased patrols in the area.
On Thursday, May 9, at approximately 10:52 a.m., an officer from the 5 th District Special Assignment Team spotted a suspect matching the description from the previous assaults walking in the roundabout at Little Seneca Parkway and Snowden Farm Parkway.
The officer then observed Rosario approach a female and grope her. The victim defended herself and Rosario ran away in the direction of Elm Forest Court.
5th and 6 th District Special Assignment Team officers apprehended Rosario. He was charged with four counts of fourth-degree sexual offense and four counts of second-degree assault.
At the time of this arrest, he was out on pre-trial supervision. He is currently being held without bond at the Montgomery County Central Processing Unit.
