Gaithersburg, MD – Montgomery County Department of Police Collision Reconstruction Unit detectives have arrested and charged 26-year-old Travis Edward Lowe, of Frederick, in connection with a fatal hit-and-run collision that killed 27-year-old Dakota Joseph Grimsby, of Poolesville.
Lowe was arrested on Monday, September 21, and charged with failure to return and remain at a collision involving death and related traffic charges.
At approximately 1:51 a.m. on Sunday, September 20, 2026, 1st District officers and Montgomery County Fire Rescue responded to the area of Fisher Avenue and Milford Mill Road for the report of a pedestrian struck.
The preliminary investigation determined that Grimsby was struck by a vehicle in the area of 19630 Fisher Avenue. The driver left the scene and continued westbound on Fisher Avenue toward Elgin Road.

Grimsby sustained life-threatening injuries and was transported to an area hospital, where he later died from his injuries.
During the investigation, detectives recovered vehicle debris from the collision scene that indicated the striking vehicle may have been a 2020-2023 Chevrolet Silverado 2500 or 3500 pickup truck.
Detectives distributed flyers throughout Poolesville, and a tip from a resident helped identify Lowe as a suspect.
Detectives later located a white Chevrolet Silverado with front-end damage, at a business in Frederick and identified Lowe as the driver connected to the collision.
The Collision Reconstruction Unit continues to investigate the collision and it may take several weeks to months to complete.
Lowe was arrested in Frederick County and transported to the Montgomery County Central Processing Unit, where he is awaiting a bond hearing.
