Keeping, Using, and Caring for Animals

Your local government reminds you of Rockville’s animal control ordinances. Below is an abbreviated copy of the City of Rockville’s policy on animal nuisances and potentially dangerous animals:
An owner of an animal is in violation if such animal constitutes an animal nuisance or is a menace to public health or safety. The term “animal nuisance” shall mean and include, but is not limited to, any animal:

• That is at-large or off-leash (unless in a designated off-leash area with supervision or off-leash with permission as provided in section 3-23)
• That interferes with freedom of movement
• That attacks, without provocation, other animals or people
• That makes disturbing noises
• Whose custodian fails to maintain sanitary conditions
• That is present on school grounds or a designated playground area unless authorized by park authorities
• That is an unsecured animal in heat, except for planned breeding
• That damages others’ property
• That is considered potentially dangerous (sections 3-61—3-72)

Custodial Arrests

• 8/4/26, a male, age 47, was arrested on an outstanding bench warrant at the Rockville City Police Station.
• 8/5/26, a male, age 18, was arrested for malicious destruction of property and disorderly conduct at Veirs Mill Road and First Street.
• 8/6/26, a male, age 24, was arrested for possession of CDS paraphernalia at Fletcher Place and Twinbrook Parkway.
• 8/7/26, a male, age 25, was arrested on an outstanding bench warrant at the Rockville City Police Station.
• 8/7/26, a male, age 55, was arrested on outstanding warrants through the Montgomery County Police Department for violating probation and trespassing in the 1600 Blk. Rockville Pike.
• 8/10/26, a male, age 28, was arrested on an outstanding warrant through the Rockville City Police Department for indecent exposure in the 100 Blk. Thomas Street.

• 15900 Blk. Frederick Road, an unknown male assaulted the victim on two occasions between 8:00 p.m. on 7/31/26 and 1:00 a.m. on 8/4/26.
• 500 Blk. Crooked Creek Drive, an unknown subject stole personal property from an unsecured vehicle between 4:42 p.m. on 8/3/26 and 8:42 a.m. on 8/4/26.
• 600 Blk. Elmcroft Boulevard, an unknown subject stole a black 2022 Yamaha R7 motorcycle by unknown means between 12:00 a.m. and 5:00 a.m. on 7/29/26. Incident reported on 8/4/26.
• Unit Blk. Taft Court, an unknown subject defrauded the victim of personal funds between 1/1/19 and 8/4/26.
• 1000 Blk. Rockville Pike, an unknown subject stole an unattended wallet at a business at 3:50 p.m. on 8/4/26.
• 400 Blk. Anderson Avenue, an unknown subject stole cash and personal property from an unsecured vehicle parked overnight on 6/15/26. Incident reported on 8/5/26.
• 1500 Blk. Rockville Pike, an unknown male stole merchandise from a business at 10:15 a.m. on 8/5/26.
• 1300 Blk. E. Gude Drive, a known female stole cash from a business at 11:05 a.m. on 7/21/26. Incident reported on 8/5/26. Charges are forthcoming.
• 1900 Blk. Veirs Mill Road, an unknown male stole personal property from an unsecured vehicle at 12:51 p.m. on 8/5/26.
• 1300 Blk. E. Gude Drive, two unknown males stole a black 2018 Chevy Traverse at 2:44 p.m. on 8/5/26. The vehicle was recovered at 4:37 p.m. in the 200 Blk. Ashley Drive with cash and personal property stolen.
• 300 Blk. Elmcroft Boulevard, an unknown subject stole a blue 2016 Yamaha C02 motorcycle between 11:00 a.m. and 3:00 p.m. on 8/5/26.
• 1500 Blk. Rockville Pike, an unknown subject stole merchandise from a business at 9:56 a.m. on 8/6/26.
• 200 Blk. Lawrence Drive, a known male and female harassed the victim via electronic means on 8/6/26. The victim was referred for charges.
• 1500 Blk. Rockville Pike, two unknown males stole merchandise from a business at 9:55 p.m. on 8/6/26.
• 400 Blk. Dover Road, an unknown male with an unmarked purple tow truck stole the victim’s white and blue 2007 Dodge Ram at 3:33 a.m. on 8/7/26.
• 1100 Blk. Wootton Parkway, three unknown subjects altered and cashed business checks between 7/13/26 and 7/20/26. Incident reported on 8/7/26.
• 400 Blk. Misty Knoll Drive, an unknown subject stole personal property from an unsecured vehicle between 7:30 p.m. on 8/7/26 and 1:00 p.m. on 8/8/26.
• 800 Blk. Rockville Pike, an unknown subject fraudulently purchased a vehicle from a dealership on 5/29/26. Incident reported on 8/9/26.
• 300 Blk. Martins Lane, an unknown subject burglarized a school at 3:35 a.m. on 8/9/26.
• 14900 Blk. Shady Grove Road, two known subjects engaged in a mutual assault at 10:30 a.m. on 8/10/26. The parties were referred for charges.
• 100 Blk. Gibbs Street, an unknown subject stole a package after it was delivered to the victim’s residence on 8/6/26 at 5:00 p.m. Incident reported on 8/10/26.
• 100 Blk. Gibbs Street, an unknown subject stole personal property from an unsecured vehicle at approx. 2:00 a.m. on 8/8/26. Incident reported on 8/10/26.
• Unit Blk. W. Edmonston Drive, an unknown subject damaged an ATM between 12:00 p.m. on 8/8/26 and 8:30 a.m. on 8/10/26.
