Gaithersburg, MD – Montgomery County Department of Police – Special Victims Investigations Division detectives have arrested and charged a rideshare driver with rape and kidnapping and believe there may be other victims.
Abdoulaye Dia of Lanham, Maryland, is charged with first-degree rape, kidnapping, second-degree assault and third-degree sex offense.
On Tuesday, September 15, 2026, Montgomery County Police officers were dispatched to an area hospital for the report of a rape that occurred earlier. Officers spoke with the victim, a teenage girl under the age of 18, who reported that she had been raped by an Empower ride share driver.
The victim told officers that Dia drove her to a parking lot in Silver Spring, where the assault occurred.
Special Victims Investigations Division detectives identified Dia through information obtained from the rideshare app.
On Wednesday, September 16, Dia was arrested in Lanham by the Montgomery County Police Repeat Offenders Unit.
Based on the circumstances of the investigation, detectives are concerned there may be other victims. Anyone who believes they may have been a victim of Abdoulaye Dia is asked to contact the Special Victims Investigations Division at 240-773-5050.
Dia is currently being held without bond at the Montgomery County Central Processing Unit.
