The Rockville community is being invited to weigh in on proposed changes to the rules governing how Rockville streets and public improvements are designed and built, and how the city reviews the transportation effects of development projects.Â
A virtual community meeting will be held 7 p.m. Monday, Aug. 31 on proposed changes to the road code, Chapter 21 of the Rockville City Code, and to the Comprehensive Transportation Review process.

Applicants, developers, industry professionals and others interested in the technical aspects of proposed changes are encouraged to attend. City staff will provide an overview of existing laws and regulations, and explain the major changes being considered.
The road code establishes requirements for the design of roads and for infrastructure and other improvements in public rights of way. The Comprehensive Transportation Review guides the city’s evaluation of how proposed development could affect transportation capacity and what measures may be required to address those effects.Â
The proposed changes would modernize a code that has not been significantly revised since 1958, streamline review and approval processes, and support higher-density urban development envisioned under the recently adopted zoning ordinance.
Changes to the comprehensive transportation review would adjust requirements for submitting transportation studies, mitigating traffic impacts and paying transportation improvement fees. The revisions would also separate regulations from administrative guidelines and clarify when transportation reviews are required.

The Mayor and Council were briefed on the proposals during a Monday, July 27 work session. Details are available in the staff report accompanying the July 27 Mayor and Council agenda.
The Transportation and Mobility Commission will review the proposals at a joint virtual session with members of the Rockville Bicycle Advisory Committee and Rockville Pedestrian Advocacy Committee at 7 p.m. Tuesday, Aug. 25.
The amendments are scheduled to return to the Mayor and Council during a work session at 6:30 p.m. Monday, Sept. 28. A public hearing is scheduled for Monday, Oct. 26, with adoption tentatively scheduled for Monday, Dec. 7.
