More Opportunities for Every Student: Secondary Program Updates

As MCPS continues to consider changes to secondary programs, the district realizes that families and students may have questions. MCPS is considering changes to make programming more abundant, accessible and equitable across the county. The move would allow every student the same opportunities to engage in high-quality programs, no matter where they live.

At its meeting on Aug. 21, the Board of Education heard the latest update on the secondary program analysis. You can.

As you discuss the changes with your family, here are some frequently asked questions you may be pondering:

Q: What happens to existing local signature and academy programs?
A: These pathways may continue if they reflect student interest and impact by way of enrollment, completion and student outcomes.

Q: Will aviation at Magruder High School be available as a regional program?
A: Yes. The aviation program may continue as an interest-based regional program.

Q: Is rising Grade 9 the only entry point to the regional programs?
A: There will be additional on-ramps to enter the program beyond Grade 9.

Q: Will local high schools continue to offer application-only programs?
A: This is to be determined. Many local application programs were an outgrowth to provide similar programming to students interested in criteria-based programs.

Q: As you expand seats, how will you ensure high quality in each region?
A: MCPS is committed to maintaining high expectations and consistent excellence in every program, no matter where it is offered. Quality will be safeguarded through several strategies:

  • Expert Educators: MCPS has talented, highly qualified teachers and program leaders in every school across the county. We will provide ongoing professional development and build communities of practice so that staff are supported, connected and able to learn from one another.
  • Strong Curriculum and Standards: All regional programs will use a common, rigorous curriculum aligned to state standards and the MCPS Strategic Plan, ensuring consistency across schools.
  • Continuous Monitoring: Student enrollment, outcomes and feedback will be carefully tracked. MCPS will use data to make adjustments, expand what’s working and quickly address any gaps. 
  • Resources and Facilities: Each program will be equipped with the materials, technology, and facilities it needs to thrive—whether in Medical Science and Healthcare, Science, Math, Technology and Engineering, International Baccalaureate, Humanities and Languages, Leadership, Public Service and Education, or Visual and Performing Arts, and Design and Communication. Each program will be provided the materials, technology and facilities it needs to thrive—whether in the sciences, math or the arts and communications.
  • Core Opportunities in Every Region: No matter where students live, they will have access to essential opportunities designed to prepare them for college, career and life. Every region will offer Business, Finance and Entrepreneurship programs, along with financial literacy instruction for all students. Distance learning options will help close access gaps. Each high school will provide parallel advanced courses—such as Calculus—and ensure a well-rounded course progression that leads to higher-level opportunities. Students will receive preparation for advanced coursework across subjects and be able to engage in research and capstone experiences that strengthen critical thinking and readiness for college.

Importantly, this model will remove barriers that have historically limited access for some students.
