The County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

- Resolution to approve Special Appropriation #27-5 to the FY27 Operating Budget, Montgomery County Government, Department of Health and Human Services, State of Maryland Community Health Resources Commission (CHRC), $12,000,000 (Source of Funds: State Grant)
Sept. 15, 2026 at 1:30 p.m.
Deadline to sign up to speak is Sept. 14 at 2 p.m.
- Expedited Bill 32-26, Employees’ Retirement System – Survivor Benefits – Death During Line of Duty – Expanded Eligibility to Groups E and J, would increase death benefits to spouses, domestic partners, and children of Group E and Group J members whose deaths are service-connected; and generally amend the law regarding the employees’ retirement system, including pension benefits and other benefits available to survivors upon service-connected deaths.
- Bill 34-26, Health and Sanitation – Bodywork Establishments – Amendments, would prohibit the issuance of a bodyworks establishment license when the establishment has as a corporate officer or business manager an individual who has been convicted of, pled guilty or nolo contendere to, or served any term of probation as a result of being charged with certain crimes or who previously served as a corporate officer or business manager of a bodyworks establishment the license of which was revoked; define certain terms related to bodyworks establishment; require bodyworks establishments to identify all individuals serving as a corporate officer or business manager of the establishment; and generally amend the law regarding bodywork establishments.
- Bill 35-26, Forest Conservation – Trees – Applicability – Brush Management, would clarify that the forest conservation requirements do not apply to routine vegetation maintenance in conformance with certain federal standards on agricultural land; and generally amend the law regarding forest conservation.
- Zoning Text Amendment (ZTA) 26-10, General Development Requirements – Driveway Access and Shared Parking, would clarify that on-site parking access from certain alleys must be consistent with Chapter 49, Streets and Roads; update the source for shared parking analysis data; and generally amend the requirements for driveway access and shared parking.
- Subdivision Regulation Amendment (SRA) 26-02, Roads – Street Types – Design Standards, would update street types consistent with the Master Plan of Highways and Transitways; remove the horizontal alignment standards for public and private roads; and generally amend the standards for roads.
- Resolution to approve an amendment to the FY27-32 Capital Improvements Program #27-3, Montgomery County Government, Department of General Services, Olney Community Building (No. 362506); Department of Police Olney Satellite Police Station (No. 472401)
Sept. 22, 2026 at 1:30 p.m.
Deadline to sign up to speak is Sept. 21 at 2 p.m.
- Bill 36-26, Fire and Emergency Services Commission – Duties and Responsibilities, would revise the duties, responsibilities, and authorities of the Fire and Emergency Services Commission; establish a deadline for the Commission’s annual report and mandatory meetings; and generally amend the law regarding fire and rescue services in the County.
- Bill 37-26, Disruptive Behavior – Public Facilities – Amendments, would authorize longer-term disruptive behavior orders that restrict access to one or more public facilities; establish procedures and criteria for issuing disruptive behavior orders; transfer reviewing responsibilities to the County’s Police Department or hearing examiner, depending on the duration of the order; provide the right to an evidentiary hearing and the right to appeal; transfer annual reporting responsibilities to the County’s Police Department; and generally amend the law as it relates to disruptive behavior at a public facility.

To testify in-person or remotely during a live public hearing at the Council Office Building, residents need to preregister on the Council’s web page. Residents may also choose to provide pre-recorded testimony in written, audio or video formats or submit testimony by mail.
