Montgomery County Council to Hold Public Hearings on July 14 and 21, 2026 – Mocofeed

The County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

July 14, 2026 at 1:30 p.m.
Deadline to sign up to speak is July 13 at 2 p.m.

  • Bill 27-26, Motor Vehicles and Traffic – Unlawful Racing and Street Takeovers – Prohibited, would prohibit participation in unlawful racing and street takeovers on public highways or roadways; define certain terms related to unlawful racing and street takeovers; establish penalties for such violations; and generally amend the law regarding motor vehicles and traffic.
  • Bill 28-26, Health and Sanitation – Intellectual and Developmental Disabilities Commission – Membership; appointment; terms – Amendments, would revise the membership structure of the Intellectual and Developmental Disabilities Commission; and generally amend the law regarding the Intellectual and Developmental Disabilities Commission.
  • Expedited Bill 29-26, Personnel and Human Resources – Eligibility for County Employment (Community Trust in County Employees Act), would alter eligibility requirements for County employment; restrict the hiring for County employment of individuals who carried out certain activities during federal employment; and generally amend the law regarding personnel and human resources.
  • Expedited Bill 31-26, Bond Authorization – VIVA White Oak Development District, would authorize the County, pursuant to and in accordance with Chapter 14 of the Montgomery County Code, Title 12, Subtitle 2 of the Economic Development Article of the Maryland Code, and Section 10-203 of the Local Government Article of the Maryland Code to issue and sell special obligation bonds at one time or from time to time, in one or more series, and not upon the full faith and credit of Montgomery County, in an amount sufficient to fund all or a portion of the costs of certain projects and improvements in the VIVA White Oak Development District; provide for the sale of such bonds at a private (negotiated) or competitive sale; and generally provide for and determine various matters in connection with the issuance, sale, delivery and payment of such special obligation bonds.

  • Expedited Bill 30-26, Bond Authorization – Stormwater Management, would authorize Montgomery County, Maryland (the “County”) to issue special limited obligation bonds for the purposes of financing the planning, design, acquisition, and construction and maintenance of stormwater management facilities and other related projects, and for refunding all or part of the outstanding special limited obligation bonds issued for such purposes.

  • Zoning Text Amendment (ZTA) 26-09, Rural Village Center (RVC) Overlay Zone – Vehicle Repair – Limited Use, would allow vehicle repair as a limited use in the RVC Overlay Zone; and generally amend the vehicle repair uses.

To testify in-person or remotely during a live public hearing at the Council Office Building, residents need to preregister on the Council’s web page. Residents may also choose to provide pre-recorded testimony in written, audio or video formats or submit testimony by mail.
