The Economic Development (ECON) Committee will meet on Monday, Sept. 28 at 9:30 a.m. to review the Visit Montgomery Strategic Plan.
The members of the ECON Committee include Chair and Council President Natali Fani-González, Council Vice President Marilyn Balcombe and Councilmembers Evan Glass and Laurie-Anne Sayles.
The Planning, Housing and Parks (PHP) Committee will meet at 1:30 p.m. to receive a briefing about the federal housing landscape. In addition, the committee will review Office of Legislative Oversight (OLO) Report 2026-8: Local Affordable Housing Production and Preservation Programs Across the Washington Metropolitan Region.

Visit Montgomery Strategic Plan
Review: The ECON Committee will review the Visit Montgomery Strategic Plan and Visit Montgomery Brand Assessment. Visit Montgomery commissioned two consultant-led projects over the past fiscal year, which included a branding assessment and five-year strategic plan. At this meeting, the committee will receive a briefing about the results of the brand assessment and the 2026-2031 Visit Montgomery Strategic Plan. The committee will review suggestions for updating the Visit Montgomery funding model and discuss suggestions for updating the Montgomery County Sports Tourism Task Force.
Briefing: The PHP Committee will receive a briefing about the federal housing landscape from representatives of the Maryland Department of Housing and Community Development (DHCD), Montgomery County Department of Housing and Community Affairs (DHCA), Housing Opportunities Commission (HOC) and Rockville Housing Enterprises. The briefing will provide information about the 21st Century ROAD to Housing Act, as enacted by the U.S. Congress on July 11, 2026, as well as other recent federal issues that may impact state and County housing policies. The ROAD to Housing Act intends to boost housing supply through public and private sector assistance and incentives. Additional information is available in the Council staff report.

Review: The PHP Committee will review OLO Report 2026-8: Local Affordable Housing Production and Preservation Programs Across the Washington Metropolitan Region, which provides an overview of affordable housing production and preservation efforts in Montgomery County and other member jurisdictions of the Metropolitan Washington Council of Governments. The report focuses on policies and programs that produce or preserve affordable housing for households with incomes below 80 percent of the Area Median Income. The report provides an overview of the array of programs aimed at producing and preserving affordable housing in Montgomery County and provides recommendations related to housing targets, housing production and preservation, data reporting and community engagement.
