Montgomery County Council Committee Meetings on Nov. 2, 2023

Committees will receive briefings on the Healthy Montgomery Community Health Needs Assessment, early childhood education initiatives and federal Emergency Rental Assistance Program funding
The Health and Human Services (HHS) Committee will meet on Thursday, Nov. 2 at 9:30 a.m. to receive a briefing on the Community Health Needs Assessment and on the implementation of federal Emergency Rental Assistance Program (ERAP) funding.
The members of the HHS Committee include Chair Gabe Albornoz and Councilmembers Dawn Luedtke and Laurie-Anne Sayles.
The joint Education and Culture (EC) and HHS Committee will meet at 1:30 p.m. to receive a briefing on early childhood education initiatives.
The members of the EC Committee include Chair Will Jawando and Councilmembers Albornoz and Kristin Mink.

Community Health Needs Assessment
Briefing: The HHS Committee will receive a briefing on the 2023 Healthy Montgomery Community Health Needs Assessment. Healthy Montgomery is the local community health improvement coalition for the County. The Community Health Needs Assessment is a multi-year initiative aimed at shaping public health policies, directing healthcare planning, allocating resources and facilitating collaboration among County government, community organizations and health care providers to address the identified health needs and disparities within the community.
The assessment enables County government and its stakeholders to gain a deeper understanding of the health issues and priorities of the diverse populations in Montgomery County. The full report will be available to the public in late November on the Healthy Montgomery website .
Briefing: The HHS Committee will receive a briefing about the COVID Rental Relief Program and ERAP funding from representatives of the Department of Health and Human Services (DHHS). To date, DHHS has distributed $115 million in rental assistance and administrated the COVID Rent Relief Program using funds provided by the U.S. Treasury ERAP in direct allocations to the County and as a sub-grantee to the state of Maryland. DHHS is focusing the remaining Fiscal Year 2024 ARPA funds on eviction assistance and household stabilization services.
Early Childhood Education Initiatives
Briefing: The Joint EC and HHS Committee will receive a briefing about early childhood education initiatives. The meeting will include updates on the Early Care and Education Initiative, the Children’s Opportunity Alliance and Pillar I of the Blueprint for Maryland’s Future. The committee may explore how these initiatives coordinate efforts and discuss how to ensure that resources are being used efficiently to achieve a comprehensive, coordinated and equitable early childhood education system.
