The Health and Human Services (HHS) Committee will meet on Thursday, Sept. 24 at 9:30 a.m. to review a $390,000 supplemental appropriation for the Department of Health and Human Services (DHHS) to respond to youth vaping and nicotine addiction.
The members of the HHS Committee include Chair Laurie-Anne Sayles and Councilmembers Andrew Friedson and Dawn Luedtke.

Review: The HHS Committee will review a $390,000 supplemental appropriation for DHHS to respond to youth vaping and nicotine addiction. The source of the funds is a settlement from a joint lawsuit filed by Montgomery County and the State of Maryland against electronic cigarette manufacturers and distributors for violating Maryland and federal law by aggressively marketing addictive products to minors. The appropriation will use Fiscal Year 2025 unutilized appropriation requests, which include $250,000 for the RecMode Fitness & Boxing, LLC Beyond the Gloves project, $100,000 for the Street Outreach Network programming and $40,000 for a contracted administrative specialist for the Youth Mental Health and Substance Use Grants Program.
DHHS has reselected RecMode Fitness & Boxing, LLC and the Street Outreach Network as high impact interventions to continue prevention and intervention programming. The Beyond the Gloves project will target Black and Latino youth to combat the local youth vaping and tobacco epidemic. The Street Outreach Network intends to use the funds to purchase two passenger vans to address a transportation gap that prevents the community’s highest-risk youth from participating in programming that acts as powerful protective factors against youth substance use and mental health challenges.
