The Government Operations and Fiscal Policy (GO) Committee will meet on Thursday, Sept. 17 at 1:30 p.m. to review the Infrastructure Funding Workgroup Report and the Montgomery County Reserves Policy.
The members of the GO Committee include Chair Kate Stewart and Councilmembers Shebra Evans and Sidney Katz.

Infrastructure Funding Workgroup Report
Briefing: The GO Committee will receive a briefing about the Infrastructure Funding Workgroup Final Report, which was published in Aug. 2026. The purpose of the workgroup was to review the County’s infrastructure needs and recommend funding options to address those needs proactively. The report addresses maintenance for existing infrastructure and the need to build new capacity for future growth. The report also includes an evaluation of multiple funding options and feedback from stakeholders and residents.
Montgomery County’s Reserve Policies
Review: The GO Committee will review options to strengthen the County’s reserve policies based on the Davenport March 2025 Reserve Policy Study. The County’s long-established formal reserve policy has been an important component of the County maintaining its AAA bond rating from all three rating agencies for decades. Regular review of the County’s reserves is important to maintain a strong, consistent policy.
The current policy requires that the County’s total reserves must be at least 10 percent of the County’s adjusted governmental revenues. The County’s total reserves are detailed in the six-year fiscal plan published after the annual operating budget is approved. Reserves include funds in the unrestricted general fund balance, the Revenue Stabilization Fund and reserves in other County government tax-supported funds.
