MCPS students outperform peers across the state in latest MCAP Results

ROCKVILLE, MD — (MCPS) students outperformed their peers across the state, with notable growth in secondary grades, on results from the 2024-2025 Maryland Comprehensive Assessment Program (MCAP).

The Maryland State Department of Education (MSDE) released complete MCAP results today. MCPS saw proficiency levels rise in 12 of the 16 tested areas, with scores remaining flat in the other four.

While the state showed overall progress in reversing post-pandemic learning loss, MCPS’ achievements stand out:

  • MCPS proficiency was 57% compared with 50.8% across the state. MCPS held steady with its rank across all Local Education Agencies (LEA), while the overall percentage of students increased for both content areas. 
  • For all Math tests combined, 35.7% of MCPS students met proficiency, an increase of 2.9 percentage points over the 2022–2023 school year. The highest increase was in Geometry from the 2022–2023 school year to the 2024–2025 school year at 16.3 percentage points.
  • The data showed that proficiency levels remained steady for Grade 3 in both ELA and Math. 
  • The district noted a slight decrease in ELA proficiency for Grade 4 (2%) and Grade 5 (1%) where a new curriculum was recently introduced.  

“This is important growth for our students,” said Superintendent Thomas W. Taylor. “I believe that these results show that we are turning the corner and moving in the right direction. However, we still have much work to do to get to where we need to be and to ensure our students will be Future Ready. We are up to the challenge.”

The MCAP assessments measure mastery of state content standards to ensure that all students are progressing and receiving the necessary resources for remediation and enrichment. MCAP assessments include four student performance levels: Beginning Learner, Developing Learner, Proficient Learner, and Distinguished Learner. Both distinguished and proficient learners are considered proficient.
