Outdoor Shelter & Weather Safety for Dogs

Excessive heat, high humidity, and powerful thunderstorms can be hazardous and even deadly for dogs left unattended outdoors too long, housed in dog houses or outdoor enclosures that are insufficient for proper protection, or left in vehicles for even a few minutes.

Keep Dogs Safe Outdoors by Following These Regulations & Safety Tips:

• Dog houses must provide sufficient shelter and protection from inclement weather and wind, be of a solid construction with no metal interior surfaces and elevated from the ground at least two inches, have a protected entrance, proper ventilation, appropriate bedding materials, and be the correct size for a dog to stand up, turn around, and lie down comfortably.
• Any dog confined within an outdoor enclosure/pen must have adequate space for exercise. Larger dogs must have additional square feet. The area must be maintained in a sanitary condition and be free from debris or stored material.
• Clean, potable water shall be available at all times to all animals.
• During a Heat or Cold Emergency Alert or Excessive Heat Warning, outdoor housing measures must be taken to provide adequate cooling for dogs.
• Heat exhaustion can be prevented by keeping pets indoors, in shaded areas, and providing them with plenty of water.
• During a storm, pets must either be brought indoors or have adequate shelter to protect them from the elements. For their safety, pets should always wear collars with ID tags in case they become lost or run away.

Montgomery County Codes, specifically sections 05.201.01.01 through 05.201.01.04, reflect the provisions of Maryland anti-cruelty laws concerning animals. These codes concern the regulations for the tethering, transport, and shelter/protection from weather for dogs, as well as the extreme weather emergency regulations in which pets may not be left unattended outdoors. Animal Control and Anti-Cruelty Laws in Montgomery County also regulate pet ownership and public nuisance concerns. Hot Dogs Education resources teach how to prevent heatstroke in pets. Additionally, Montgomery County Animal Services provides guidance for Pet Safety in vehicles and during extreme weather conditions.

• 6/11/26, a female, age 35, was arrested on an outstanding bench warrant at the Rockville City Police Station.
• 6/13/26, a female, age 70, was arrested for trespassing in the 1500 Blk. Rockville Pike.
• 6/14/26, a male, age 35, was arrested on an outstanding warrant through the Baltimore City Police Department at the Rockville City Police Station.
• 6/14/26, a male, age 39, was arrested on an outstanding extraditable warrant through the Rockville City Police Department in an out-of-state jurisdiction.
• 6/15/26, a female, age 44, was arrested for attempted burglary, disorderly conduct, and possession of narcotics paraphernalia in the 1300 Blk. First Street.

• 12500 Blk. Ardennes Avenue, an unknown subject stole a 2026 Suzuki GSX-R600 gray and red motorcycle between 12:00 a.m. and 6:00 a.m. on 6/9/26.
• 800 Blk. Rockville Pike, a known male broke the glass front door of a business at 11:42 a.m. on 6/9/26 before fleeing. Charges are pending.
• 200 Blk. Richard Montgomery Drive, an unknown subject stole the victim’s electric scooter, which was unsecured, between 8:00 a.m. and 12:03 p.m. on 6/9/26.
• 13000 Blk. Atlantic Avenue, an unknown subject stole personal property from the victim’s unsecured vehicle between 4:45 p.m. and 5:30 p.m. on 6/8/26.
• 600 Blk. Hungerford Drive, an unknown male stole merchandise from a business at 10:50 a.m. on 6/10/26.
• 1100 Blk. Higgins Place, two unknown males assaulted the victim at 9:25 p.m. on 6/10/26.
• 9200 Blk. Scott Drive, a known male assaulted the victim at 10:21 a.m. on 6/11/26. The juvenile subject cannot be charged due to his age.
• 16000 Blk. Shady Grove Road, a known female assaulted the victim when an argument escalated at 7:02 a.m. on 6/11/26. The victim was referred for charges and obtaining a protective order.
• 1900 Blk. Research Boulevard, four unknown subjects burglarized a commercial business by unknown means between 7:00 a.m. and 6:00 p.m. on 6/11/26.
• 100 Blk. Monroe Street, an unknown subject contacted the victim to purchase an item for sale on Facebook Marketplace on 6/10/26, and after exchanging payment information, the victim discovered multiple unauthorized transactions and cash withdrawn on 6/11/26.
• 800 Blk. Rockville Pike, an unknown subject stole the victim’s blue BKU scooter that was unsecured at approx. 7:20 p.m. on 6/11/26.
• 1400 Blk. Broadwood Drive, an unknown subject stole a wallet from the victim’s vehicle, which was left unsecured, between 8:00 p.m. on 6/11/26 and 5:00 a.m. on 6/12/26.
• 1300 Blk. Piccard Drive, an unknown subject damaged and forcibly opened the overnight drop box before stealing four sets of keys and a 2023 GMC Savana between 10:00 p.m. on 6/10/26 and 7:40 a.m. on 6/11/26.
• 14900 Blk. Shady Grove Road, a known male stole merchandise from a business at 10:51 a.m. on 6/12/26. Charges are forthcoming.
• 16000 Blk. Shady Grove Road, an unknown male presented what appeared to be a handgun and unsuccessfully attempted to rob a business at 8:46 p.m. on 6/12/26 before fleeing.
• 1400 Blk. Bradley Avenue, two unknown males stole personal property from two vehicles and attempted to use the victims’ stolen credit cards between approx. 12:40 a.m. and 2:00 a.m. on 6/13/26.
• 9200 Blk. Scott Drive, an unknown subject stole the victim’s front license plate between 6:00 a.m. on 6/12/26 and 11:09 a.m. on 6/13/26.
• 12400 Blk. Twinbrook Parkway, an unknown male attempted to steal merchandise from a business before fleeing into a gold Toyota Camry at 12:25 p.m. on 6/13/26. The subject was described as: a white male, approx. 5’10”, slim build, bald, wearing a black tank top and shorts, a white button shirt, white and black sneakers, and possibly tattoos.
• 600 Blk. Hungerford Drive, an unknown subject stole the cash and credit cards from the victim’s wallet that was left unattended at a business between 12:10 p.m. and 12:30 p.m. on 6/13/26.
• 1600 Blk. Forbes Street, an unknown subject broke the driver-side window and damaged the steering column while attempting to steal the victim’s Kia Sportage between 6:00 p.m. on 6/12/26 and 1:09 a.m. on 6/13/26.
• 2000 Blk. Veirs Mill Road, an unknown subject broke the front passenger window and stole the victim’s purse between 10:30 p.m. on 6/14/26 and 12:10 a.m. on 6/15/26.
• 600 Blk. Hungerford Drive, an unknown subject vandalized the victim’s vehicle by unknown means between 10:00 a.m. and 6:00 p.m. on 6/13/26. Incident reported on 6/14/26.
• 1600 Blk. Marshall Avenue, an unknown subject attempted to steal the victim’s Hyundai Elantra by damaging the driver’s-side door handle and lock between 11:00 p.m. on 6/12/26 and 4:00 p.m. on 6/13/26.

• Unit Blk. W. Gude Drive, an unknown subject pretended to be the victim’s bank and instructed the victim to contact the FTC at a number provided in order to transfer funds to an unknown account to avoid hackers from reaching the funds between 6/6/26 and 6/15/26.
