Committees will review the Fiscal Year 2027-2032 Capital Improvements Program for Recreation projects

The joint Planning, Housing and Parks (PHP) and Health and Human Services (HHS) Committee will meet on Monday, April 6 at 1:45 p.m. to review the Fiscal Year (FY) 2027-2032 Capital Improvements Program (CIP) for the Western County Recreation Center. At 2:15 p.m., the PHP Committee will review the FY27-32 CIP for 11 additional Recreation projects.

The members of the PHP Committee include Chair Andrew Friedson, Council President Natali Fani-González and Councilmember Will Jawando.

The members of the HHS Committee include Chair Laurie-Anne Sayles and Councilmembers Friedson and Dawn Luedtke.

More detail on each agenda item is provided below.

FY27-32 Capital Improvements Program (CIP) – Culture and Recreation – Western County Recreation Center

Review: The joint PHP and HHS Committee will review the more than $21.7 million recommended FY27-32 CIP for the Western County Recreation Center within the Culture and Recreation CIP. This project provides for design and construction of a new community facility to serve Poolesville and neighboring communities in western Montgomery County. The facility will include recreation and health and human services uses. The proposed facility would be located at Dr. Dillingham Park. The design phase for this project is expected to begin in FY28 with construction completed by FY31.

FY27-32 Capital Improvements Program (CIP) – Culture and Recreation – Recreation

Review: The PHP Committee will review the more than $165 million recommended FY27-32 CIP for 12 Recreation projects. This is an increase of more than $35 million or 27.4 percent from the amended FY25-30 CIP. At this meeting, the PHP Committee will review 11 projects in the CIP. Cost increases primarily stem from an escalation of the Recreation Facilities Refurbishment – Centers project and the Recreation Facilities Refurbishment – Outdoor Pools project. This committee will review one new project, two standalone renovation projects, three level of effort projects, three asset replacement projects and two projects with minor technical changes. The new project, installation of a natural grass field at North Potomac Community Center, will replace the existing artificial turf field that is approaching the end of its useful life.
