Montgomery County Executive Marc Elrich and County Council President Natali Fani-González will hold a press conference on Thursday, Feb. 19, to highlight the release of the first report on the implementation of the County’s Rent Stabilization law. The report will show how enforcement of the Rent Stabilization law is successfully delivering stable, predictable rent increases for tenants while improving housing conditions and protecting landlords’ ability to receive a fair return on their investments and to make capital improvements.
The Rent Stabilization Law (Bill 15-23) was enacted on July 18, 2023, and became effective on July 23, 2024. It is being implemented by the Department of Housing and Community Affairs’ Office of Rent Stabilization, which enforces rent increase limits, secures refunds for tenants who are overcharged, and works with landlords to ensure they can make needed capital improvements and protect their investments.
