Committees to receive briefings on MCPS career and technical education programs; traffic enforcement cameras and the Safe Streets Act; review legislation to protect native plants, appropriations for transportation improvements and memorandum of understanding with the City of Rockville
The joint Economic Development (ECON) and Education and Culture (EC) Committee will meet on Monday, Dec. 8 at 9:30 a.m. to receive a briefing about career and technical education programs at Montgomery County Public Schools (MCPS).
The members of the ECON Committee include Chair and Council President Natali Fani-González, Council Vice President Marilyn Balcombe and Councilmembers Evan Glass and Laurie-Anne Sayles.
The members of the EC Committee include Chair Will Jawando and Councilmember Kristin Mink.
The Transportation and Environment (TE) Committee will meet at 1:30 p.m. to review Bill 26-25, Vegetation – Invasive Plants, and a more than $1 million supplemental appropriation for the Burtonsville Access Road project. In addition, the committee will review a memorandum of understanding (MOU) with the City of Rockville for the use of development impact taxes for transportation improvements. The committee also will review a resolution to approve a more than $6.8 million supplemental appropriation for City of Rockville transportation improvements.
The members of the TE Committee include Chair Glass, Council Vice President Balcombe and Councilmember Kate Stewart.
The joint TE and Public Safety (PS) Committee will meet at 2:30 p.m. to receive a briefing about the Montgomery County Police Department’s (MCPD) traffic enforcement cameras and an update on the implementation of the Safe Streets Act.
The members of the PS Committee include Chair Sidney Katz and Councilmembers Dawn Luedtke and Kristin Mink.

Montgomery County Public Schools (MCPS) Career Readiness Programs and Partnerships Overview
Briefing: Joint ECON and EC Committee will receive a briefing about career and technical education programs at MCPS. The briefing relates to the implementation of the Blueprint for Maryland’s Future Act, which includes a requirement for K-12 schools in Maryland to provide career and technical education programs within the legislation’s policy areas. Career and technical education programming has been offered at MCPS since before the implementation of the Blueprint legislation. The briefing will focus on increased opportunities for all MCPS students to access career and technical education opportunities to meet state defined college and career readiness standards since the implementation of the Blueprint.
Bill 26-25, Vegetation – Invasive Plants
Review: The TE Committee will review Bill 26-25, Vegetation – Invasive Plants, which would exempt native plants and grasses from weed removal requirements and prohibit the sale of invasive bamboo. The bill is part of the Native Plant Protection Act, which includes Zoning Text Amendment 25-10, Landscaping Requirements – Native Plants. As introduced, both measures would define native species as those from the Mid-Atlantic Region, which includes Maryland, Virginia, Delaware, New Jersey, New York, Pennsylvania, North Carolina, West Virginia and Washington, D.C.
The lead sponsor of Bill 26-25 is Councilmember Glass. Councilmembers Stewart and Luedtke are cosponsors.
Review: The TE Committee will review a more than $1 million supplemental appropriation for the Burtonsville Access Road project, which will provide a new roadway between Spencerville Road and the school access road in Burtonsville. The appropriation is needed to address unexpected site conditions that will require additional measures to stabilize soil for the roadway in accordance with Maryland State Highway Standards and Specifications for Construction and Materials.
Review: The TE Committee will review a resolution to approve a MOU with the City of Rockville for the use of development impact taxes for transportation improvements. According to County law, all transportation impact tax revenue collected by Montgomery County in the cities of Gaithersburg and Rockville must be used only to fund transportation improvements listed in a MOU between the County and the respective city. The County and the City of Rockville last entered into a MOU on June 12, 2006. The revised MOU, which was executed by the city and the County on Sept. 29, 2025, amends and restates the 2006 version and includes updated references to the current Code, spells out the process for appropriating and providing the impact tax funds, and contains an updated list of projects that are eligible for use of County impact taxes collected within the City of Rockville. The MOU specifies a list of city transportation Improvement projects eligible to receive this funding.

Review: The TE Committee will review a resolution to approve a more than $6.8 million supplemental appropriation for City of Rockville transportation improvements. This new Capital Improvements Program (CIP) project is required by a MOU between the County and City of Rockville that is also scheduled to be reviewed by the committee at this meeting. The CIP amendment and supplemental appropriation would allow for the use of transportation impact tax funds collected within the City of Rockville for specific city transportation projects. The City of Rockville currently has a more than $8.3 million impact tax revenue balance, however the remaining balance of $1.5 million will be allocated to the County for use on two County projects that serve Rockville.
Briefing: The joint TE and PS Committee will receive a briefing about the police department’s traffic enforcement camera program. The purpose of automated enforcement is to improve public safety on roadways and around school zones by deterring dangerous driving behaviors and ensuring compliance with traffic regulations. At the briefing, representatives of MCPD will provide an overview of program operations and information about the County’s automated red light and speed cameras, discuss recent state legislation to establish a new graduated fine structure, and provide information about data privacy related to the traffic enforcement camera program.
Safe Streets Act Implementation
Update: The joint TE and PS Committee will receive an update on the Safe Street Act, or Bill 11-23 – Motor Vehicles and Traffic – Traffic Control Signals, Devices, and Enforcement Action Plan. This briefing will include information about the Montgomery County Department of Transportation’s implementation activities around safe routes to school infrastructure reviews, no right turn on red, and lead pedestrian intervals.
The Safe Streets Act, which was spearheaded by Councilmember Glass and cosponsored by all other Councilmembers, was enacted in 2023 to create safer streets for pedestrians and cyclists on Montgomery County roadways. The legislation requires an infrastructure review for pedestrian-related collisions within a County school zone; prohibits a driver of a motor vehicle from making a right turn on a red at certain intersections; requires certain traffic control devices at crosswalks in the County’s downtown and town center areas; and requires the County Executive to provide an automated traffic enforcement plan.
