Montgomery County Department of Environmental Protection Announces $1.8 Million Grant for Victory Housing Inc. for Electrification of Senior Housing Property in Takoma Park

The Montgomery County Department of Environmental Protection (DEP) has announced a $1.8 million grant is being given to Victory Housing Inc. for a Low to Moderate Income (LMI) Housing Electrification project. This grant will enable Victory Housing Inc. to replace fossil fuel-fired appliances and HVAC systems, upgrading to efficient electric alternatives at its Victory Tower property in Takoma Park. The goal of the LMI Housing Electrification Project is to demonstrate that electrified technologies are market-ready, require less maintenance and create safer and healthier homes. Victory Housing Inc. will receive $1.8 million over four years to complete the project.
“This is a good example of how we can move toward our climate goals in a way that also supports people who are too often left out of the conversation,” said County Executive Marc Elrich. “By electrifying Victory Tower, we’re making homes safer, healthier, and more energy efficient for older adults living on limited incomes. This project shows that we don’t need to choose between climate action and affordability. We can—and should—do both.”

The LMI Housing Electrification Grant will provide cost-effective, energy-efficient and comfortable electronic appliances and systems that will reduce energy burdens, improve indoor air quality for residents and enhance energy performance for building owners. Funding comes from a $1 million direct Federal investment and $800,000 in County funds. Maryland’s congressional delegation was instrumental in securing the funding.
“To achieve zero greenhouse gas emissions in buildings by 2035, residential electrification is essential,” said DEP Director Jon Monger. “Montgomery County’s Low to Moderate Income Housing Electrification project will offer an innovative and affordable solution to cut carbon emissions, all while providing support to the County’s low- and moderate-income residents.”
The LMI project also will highlight the importance of skilled, trained workers in supporting the growth of electrification projects. As the market for electrification expands, the demand for workers will increase. The Victory Tower project will provide valuable insights into the effort and costs required to electrify other fossil-fueled affordable housing communities across the County.
