Montgomery County Council to Hold Public Hearings on March 18 and 25 and April 7 and 8, 2025

For Immediate Release: Friday, March 7, 2025

The County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

March 18, 2025 at 1:30 p.m.
Deadline to sign up to speak is March 17 at 2 p.m.

  • Resolution to approve Supplemental Appropriation #25-56 to the FY25 Operating Budget, Montgomery County Government, Department of Health and Human Services, Continuum of Care Program, $493,095 (Source of Funds: Federal Grant)
  • Resolution to approve Supplemental Appropriation #25-44 to the FY25 Operating Budget, Montgomery County Government, Department of Police, Federal Bureau of Justice Assistance FY24 Matthew Shepard and James Byrd, Jr. Hate Crimes Program Award, $2,000,000 (Source of Funds: Federal Grant)

Deadline to sign up to speak is March 24 at 2 p.m.

  • Expedited Bill 7-25, Common Ownership Communities – Registration Fees , would alter the method for establishing registration fees associated with common ownership communities, require the publication of registration fees, and generally amend the laws regarding common ownership communities.
  • Expedited Bill 8-25, Landlord-Tenant Relations – Fees , would alter the method for establishing annual license fees for rental dwelling units, require the publication of license fees, and generally amend the laws regarding rental housing.

Deadline to sign up to speak is April 4 at 12 p.m.

  • Fiscal Year 2026 (FY26) Operating Budget – Public hearings will be held on the listed dates above on the proposed FY26 Operating Budget and FY26-31 Public Services Program and Fiscal Policy for the following: Montgomery County Government, Montgomery College, Maryland-National Capital Park and Planning Commission, WSSCWater and Montgomery County Public Schools. Reference copies of the recommended FY26 County Government Operating Budget will be available on March 14, 2025, on the Office of Management and Budget’s website or by calling 240-777-2800. Other agency budgets are available from the individual agencies and their websites. The Council encourages comments on both spending and revenue issues. Sign up to testify begins on March 7 at 9 a.m.

To testify in-person or remotely during a live public hearing at the Council Office Building, residents need to preregister on the Council’s web page . Residents may also choose to provide pre-recorded testimony in written, audio or video formats or submit testimony by mail.

Send testimony by mail to County Council, 100 Maryland Ave., Rockville, MD 20850; or residents may sign up to testify remotely by phone (call 240-777-7803 for information). To express an opinion call 240-777-7900.

Public hearings will be televised live by County Cable Montgomery (CCM) on Xfinity channels 6 and 996, RCN channels 6 and 1056; and FiOS channel 30. Also available live via streaming through the Council website , Facebook Live ( @MontgomeryCountyMdCouncil or @ConcejodelCondadodeMontgomery ), or YouTube ( @MoCoCouncilMD ).
