Rockville, MD – In the Circuit Court for Montgomery County, MD, the Honorable John Maloney sentenced defendant Kaloyan Stoev, 27, of Derwood, to 120 years in prison. The sentencing hearing was held on September 28, 2026.
On April 23, 2026, a jury found Stoev guilty of two counts of second-degree murder, two counts of the use of a firearm in the commission of a felony, and two counts of possession of a firearm while prohibited. This stems from the shooting deaths of 26-year-old Marcell Hebron and 27-year-old Leilani Marroquin.

The victims were murdered in the early morning hours of Friday, January 17, 2025. A Montgomery County Police officer found Hebron’s body behind the wheel of a disabled, white BMW stopped at the intersection of Shady Grove Road and Research Boulevard in Rockville at approximately 3:15 a.m. Officers with the Rockville City Police Department responded to a report of a dead person in the parking lot of a hotel located at 2 Research Court at approximately 7:40 a.m. and located Marroquin’s body.
An investigation conducted by Montgomery County Police homicide detectives determined that prior to the murders, Stoev was seated in the backseat of the BMW while it was parked at 2 Research Court. Hebron was in the driver’s seat, and Marroquin was in the front passenger seat. Stoev used two loaded handguns to open fire on Hebron, ultimately shooting him 27 times from inside and outside of the vehicle. Marroquin ran from the vehicle, and Stoev shot her five times from the side and from behind. She fell to the ground, where she was later found, deceased.
Stoev then sat on top of Hebron’s deceased body and drove the vehicle to Shady Grove Road at Research Boulevard, where the car stopped running. Stoev exited the vehicle and took off on foot, eventually returning to the hotel, where he was renting a room. Police detectives on the scene arrested him inside the hotel.
Assistant State’s Attorneys Ashley Inderfurth and Dermot Garrett prosecuted this matter.
