The Montgomery County Council will meet on Tuesday, Sept. 22 at 11:45 a.m., and the meeting will begin with a proclamation, presented by Councilmember Laurie-Anne Sayles, recognizing National Senior Citizens Day. At 1 p.m., the Council will present a proclamation celebrating the 250th Anniversary of Montgomery County.

Unless otherwise noted, the Council will hold the following hybrid public hearings at 1:30 p.m. Residents can visit the Council website to learn about the multiple ways to provide testimony.

Public hearing and vote: The Council will hold a public hearing and is expected to vote on a resolution to approve an amendment to the Fiscal Year (FY) 2027-2032 Capital Improvements Program (CIP) for the Resurfacing: Residential/Rural Roads Project. The amendment reflects a cost change due to increases in unit costs for materials and contractual labor, an increase in funding levels to more closely match the current countywide Pavement Condition Index for residential and rural roads, as well as adding FY31 and FY32 to this level of effort project.
The County maintains a combined total of 4,361 lane-miles of rural and residential roads. This project provides for the permanent patching and resurfacing of rural and residential roadways using durable hot mix asphalt to restore long-term structural integrity to the aging rural and residential roadway infrastructure.
Introduction: Lead sponsors Councilmember Andrew Friedson and Council President Natali Fani-González will introduce a resolution that would update the process for the introduction and consideration of amendments to the text of the zoning ordinance for the Maryland-Washington Regional District within Montgomery County. The resolution would update Appendix B: Zoning Amendment Procedure of the zoning ordinance. It would remove restrictions on public recommendations of Zoning Text Amendments (ZTAs), clarify what should be included when the County Executive or Planning Board transmit ZTAs, streamline the consultation process for the development of ZTAs, establish a process for the withdrawal of ZTAs and make technical corrections.
