Montgomery County Executive Marc Elrich will hold a bill signing at 10:30 a.m. on Friday, Aug. 28, for Expedited Bill 31-26 Bond Authorization – VIVA White Oak Development District.
The legislation, approved by the County council in July and enacted earlier this month, authorizes the County to create a development district and levy special assessments, special taxes, fees, or charges in any such development to pave the way for the development of VIVA White Oak. The Council’s actions allow for up to $420 million in bonds to be issued for the $2.8 billion VIVA White Oak development in Eastern Montgomery County.
Once completed, VIVA White Oak is expected to have over 4,400 residences, more than 3 million square feet of laboratory, office, medical-office space, and retail, as well as public amenities. At full buildout, the project is expected to generate approximately 9,000 permanent jobs, 19,000 construction jobs, and an estimated $21 million in annual county revenue starting in 2033 and growing in the out-years. It represents the largest investment in East County ever.
