Montgomery County Council Meets on July 14 to Interview Planning Board Candidates and Hold Multiple Public Hearings – Mocofeed

The Montgomery County Council will meet on Tuesday, July 14 at 10 a.m. and the meeting will begin with two proclamation presentations. The first, presented by the Council’s Planning, Housing and Parks (PHP) Committee, will recognize Parks and Recreation Month. The second, presented by Councilmembers Dawn Luedtke and Sidney Katz, will recognize Mattie Stepanek Peace Day. At 1:05 p.m., there will be two additional proclamations. The first, presented by Councilmembers Shebra Evans, Laurie-Anne Sayles and Will Jawando, will recognize National Council of Negro Women Day. The second, presented by the full Council, will honor Maryland State Delegate Pamela E. Queen.

Candidates for appointment to the Montgomery County Planning Board: James Hedrick and John Schlichting

Interviews: The Council is expected to conduct interviews with James Hedrick and John Schlichting, who are candidates to fill a vacancy on the Montgomery County Planning Board. The Planning Board serves as the Council’s principal adviser on land use planning and community planning. Planning Board members also serve as commissioners of the Maryland-National Capital Park and Planning Commission. Members generally serve four-year terms and are limited to two full terms. Board members must live in Montgomery County and be registered to vote as a member of any political party or as unaffiliated. No more than three members of the Planning Board can be from the same political party.

Unless otherwise noted, the Council will hold the following hybrid public hearings at 1:30 p.m.  Residents can visit the Council website to learn about the multiple ways to provide testimony.

  • Bill 27-26, Motor Vehicles and Traffic – Unlawful Racing and Street Takeovers – Prohibited
  • Bill 28-26, Health and Sanitation – Intellectual and Developmental Disabilities Commission – Membership; appointment; terms – Amendments
  • Expedited Bill 29-26, Personnel and Human Resources – Eligibility for County Employment (Community Trust in County Employees Act)
  • Expedited Bill 31-26, Bond Authorization – VIVA White Oak Development District

Resolution to approve Special Appropriation #26-90 to the FY26 Operating Budget, Montgomery College – Current Fund, Operating Expenses: $1,100,000 (Source of Funds: Tuition and Fees)

Public hearing and vote expected: The Council will hold a public hearing and is expected to vote on a resolution to approve a $1.1 million special appropriation to the FY26 Operating Budget for Montgomery College’s current fund. This appropriation will fund costs associated with winter weather, a large water bill caused by a major pipe burst, high utility costs and higher than anticipated staffing levels.
